Technically, yes.

The Pittsburg Local out of Ozol can work as far east as Los Medanos (between Pittsburg and Antioch) when necessary.

Any movements between Los Medanos and Tracy require prior Maintenance of Way and Signal Department notification (for example, so Signal Maintainers can manually operate the gates or provide flag protection), and that portion of the line is only used for car storage movements from time to time. Rule 6.32.2 (protection of movements over crossings equipped with automatic devices) is in effect, and about a dozen or so crossings also have STOP boards.
