Sounds like EwePee is treating the Mococo Line as BN did the Stampede Pass line -- " We're not using it right now,but we might someday." I can see the day when the Altamont Pass route becomes basically a commuter line, ( maybe even being owned by a regional authority ), and EwePee re - opens the Mococo line for freight & especially intermodal. This could fit in well with the proposed intermodal expansion in Lathrop.
