Is it maintained just enough so it's not considered abandoned and people living along the right of way (if anyone is) or other nearby land owners and cities can't demand environmental reviews or have a valid reason for suing?

Of course anyone can file a lawsuit but it would be harder to win if they haven't officially filed for abandonment.

I believe there was some talk in the 80's or 90's of using some bond money for reviving the line for commuter trains to relieve congestion on Highway 4 because of all the new housing going in.

That's probably unlikely now but I thought the state ran a test train once when the line was in better shape
