There isn't a single user in the United States licensed to use 160.2225 right now. The Class 1 railroads cancelled their licenses to operate on these narrowband freqs (ironically) a week before you say the FAP went into effect.
BNSF deleted 160.2225 and all other new narrowband freqs from license WPSF971 on 8/27/2009.
UP cancelled their license (WPSE415) to use 160.2225 and all other new narrowband freqs on 8/26/2009.
Amtrak cancelled their license (WQCZ937) to use 160.2225 and all other new narrowband freqs on 8/26/2009.
I've also viewed few programming files for BNSF and UP radios since that date. They have wideband channels 07 thru 97, narrowband analog channels 007 thru 097, and NXDN digital channels 307 thru 487. The new narrowband freqs are only available in NXDN mode.
