To take this one step further: Assuming the crew reported the small red sedan, and the dispatcher called the police to report it......What happens if, say, a week or two later, there is a railfan out in the same general area innocently taking pictures from a legal location, but he is driving a vehicle that matches the description of the earlier shooting incident? A good police officer will see this, and stop to investigate. But what if the railfan says, "I don't have to cooperate or show you my ID or do anything, and I'll call the ACLU on you". Then what?
I'm just trying to present a scenario that police officers are faced with fairly regularly (not strictly train incidents, but incidents in general). Just something to ponder.
