I think the other key word here is "Subsidy". A government subsidy is just a movement or shift of money from one place to another... call it "redistribution of wealth" or whatever you'd like... there's several different ideological descriptions for the practice. Similarly, deficit spending is like a time-subsidy... using the promise of future money to pay today's bills.
But the other posters are correct... almost all forms of transportation in this country are subsidized in one way or another. In fact, virtually everything the government does is a "subsidy" or redistribution of "wealth" through taxation and subsequent expenditure. That's sort of, um, what the government does. In fact, that's what it was designed to do!
The age-old issue is, who pays, how much, and for what. Everyone wants to reap the maximum benefit while minimizing their own personal exposure.
