While several long-distance trains were eliminated during the Carter Administration, he NEVER proposed to kill Amtrak outright. On the contrary, the Northeast Corridor Program was started during his presidency and several new routes were added duirng the 1977 - 80 period. Reagan and Bush 1.0 proposed several budgets in the amounts of zero for Amtrak.
