Certainly seems like the California way right now...on the edge of bankruptcy and wants to build very expensive high speed rail. But that is OK, since the purpose of government is redistribution of wealth (I just learned that earlier today) so the rest of the country can bail them out, and a few of them can ride the new trains at everyone else's expense.
