As far as I know, it is still an AAR requirement for freight cars. I'm not sure if Amtrak uses them anymore. I have seen many new retaines made out of plastic (nylon?). The current design for freight has three positions - direct, slow direct (twice the time to release) and 20#. Since a subsequent brake application adds air to that eatined in a brake cylinder, empty cars are generally set on slow direct.
If you know what you are doing, you can still get down a hill only on air and retainers assuming you have a low enough tons per operative brake for the grade.
