This was actually part of the change between straight air to automatic, allowing a car to be used with either system until eveything was changed over to automatic brakes. I'm not sure straight air was ever real common on freight except in a few isolated areas. I have read where train crews would acutally change back to straight air for heavy grades because they preferred it and weren't as concerned with break-in-two protection or the capability to make an emergency application from the train.
The filler piece used in the Westside system to allow the triple valve or straight air pipe to control the brake cylinder pressure is actually a WABCO catalog item.
It would have been real interesting had the Universal control valve been adopted as the freight standard and 25RL for locos.
