Let me put it this way. There is reason why there is a Northwest Industrial Neighborhood Association. This group protested vociferously to plans to build a COSTCO on the site of the old U.S. Steel site at Yeon and Nicolai back in the mid 90s. The industrial companies in the area feel a bit threatened by the encroaching gentrification from the Pearl District. They are just as motivated to defend their industrial zoning, as farmers in rural Washington County are, to preserve the urban growth boundary against the Intel-ification of the Hillsboro area.
