One of AMTRAK's problems is that they can't add capacity for busy times. The Coast Starlight seems to have it's first class accomidations booked solid every time I check availability. When the railroads operated passenger trains and they were booked up they added additional equipment, including additional trains if necessary, to cover the demand. With fixed consists it makes it impossible for AMTRAK to take advanatage of traffic surges to make more money and possibly make a run profitable.
