It was well over 26,000# GCW as it was a three axle tractor with a 48'(or so) open top trailer.
That would put it will over any exemption and a combination vehicle requires a Class A CDL. Either his brakes didn't work, too fast too stop in time or just not paying attention. You can bet the CHP commercial guys are all over this thing.
