Based on the pictures at the various news sites, the truck was ... umm ... fully loaded (let's be charitable here). It was loose material in an open-top trailer; think of it as kind of a dump truck. These things are all over the south Valley at this time of year, just like the tomato trucks that clog 99 and, soon, the grape haulers. They probably get paid (not much) by the load so to make a living they drive crazy to get an extra run in if possible. You can't hire enough CHP to keep a lid on it. I lived in Fresno for about 10 years -- this (July-December peaking in September-October) is truly the silly season on the roads, regardless of the license status of the driver. It's part of the price of affordable food.
