Unbelievable that people would hoist wheel-chair bound, disabled, elderly people onto a flatbed tractor trailer with no plan for how the hell they're supposed to "exit" the vehicle in an accident or other emergency. Could ANY of us get a wheel-chair bound person off a flat bed trailer without a ramp or lift in an emergency? I think not.
Many, many heads will roll about this and for once, no-one tries to blame the railroad.
