Horns at quiet zone crossings?

In our city on the UPRR mainline, we have two "Quiet Zone" crossings, but they're equipped with very loud horns mounted on poles and directed at oncoming street traffic. (Sorry I don't know the official term for those horns.) They sound automatically when trains approach. Do the regulations require these horns, or are they absent from this crossing in Texas? (Of course, present or not, such horns probably wouldn't have made any difference in the situation under discussion here.)
