The Los Angeles Times says this crossing is listed as a Quiet Zone, thus not requiring the Engineer to sound the standard crossing whistle signal in advance in compliance with Rule 5.7.2. Also when I was working for the UPRR, the rule was no more than 20 seconds of whistle was to be sounded when approaching a crossing as appropriate for the speed of the train. If the Quiet Zone is a true fact, then the city of Midland bears full responsibility for any collisions that occur, in their desire to save the nearby residents the sound of train whistles.
