Probably no one thought to call the railroad since the parade just planned to use a public grade crossing. Sadly, all someone had to do was call the phone number on the crossing circuit box and the RR would have been alerted. I've heard countless warnings from dispatchers to trains to the effect of "You've got (whatever) at milepost XXX, so approach with caution, using lots of bells and whistles."
