What is the purpose of the pre-assembled SMART switch at Petaluma station chalkmarked "gauntlet?

Down at Washington & Lakeville in Petaluma today looking over a "snap-track" switch assembly with chalk marks on the rail indicating "gauntlet" and the various lengths of the rail. Heavy creosoted wood ties, pandrol clips and tie plates screwed in place, no spikes. The rail is stamped 115lb., USA and 2012. Looks quite expensive.
The points are not hinged like a street railway switch but simply bend the rail sliding across wide steel plates and activated by multiple heavy rod assemblies. I guess my ignorance is showing but is this commonplace now?
The frogs are missing so am I guessing right this is some kind of overlapping track arrangement to just get the SMART trains closer to the platform?
Hokey to me but then I am against retaining the freight operation. While I was there a red NWP locomotive came thru with 2 cars heading south.
