Many of the newer commuter operations are using high floors and/or light rail. The distance from the edge of that equipment to the platform edge is not compatible with freight operations. You either have to move the platform (ala Sprinter) or the train itself. No frogs needed - they can offset the running track from the platform by at least 3 feet, but long ties should be evident along the platform to hold four rails.
Not a new arrangement, but yet another expense that could have been avoided if everything didn't have to be politically 101% accessible.
