Re: spurs, SMART. NWP question

Considering that as a freight operator NWP is not a charitable organization, and that SMART has no money or plans to extend north of its present limits, or at least beyond Windsor, anytime soon, what would the incentive be for NWP to extend? Is there potential freight business in Cloverdale? If not, Windsor or Healdsburg would be the logical limit for the near future. Going beyond Cloverdale into Hopland-Ukiah-maybe even Willits would take so much money to fix things that there would need to be some really guaranteed serious freight traffic to justify it given the issues noted and others.
When I lived in Sonoma County, NWP had lumber traffic from Willits and Ukiah, other wood products from Willits, Ukiah, and Cloverdale, and gravel trains from Healdsburg. Those traffic sources no longer exist.
