You are correct, there is little if no business left north of Cloverdale. The lumber loads going out of Windsor are from a mill just south of Cloverdale and I'm sure the NWP would atleast like direct access to them and might generate a few more car loads a week. There is a new rebuilt crossing north of Healdsburg and a few crossings are ready to go in the town. The right of way from Healdsburg to CLoverdale is heavily overgrown. The gravel from the Russian River that used to leave by rail in Healdsburg is not going to happen again. building a transload in Ukiah may make sense but to go all the way to Willits and dealing with the Ridgview Grade when trucks would just need to travel 20min south to Ukiah(15min if they go to Redwood Valley) makes little sense. If NWP could get a garbage contract with Mendocino County, too late for Sonoma county as they just extended the contract for the dump north of Petaluma, to haul that out would be great. I may be wrong but i remember reading that Mendocino trucks their garbage to the central valley. Just not sure how many cars they would be hauling from Ukiah or Willits. In 5 years the only new customer to be added is Laganitas.
