The Alto tunnel was not double tracked. It was single-track.

NWP interurban leaving Alto tunnel

A lot of images on a Google search for "Alto tunnel" actually show the California Park tunnel which SMART will use to reach the ferry at Greenbrae. That tunnel was double track originally.
