Marin County originally was in BART District. It withdrew, reluctantly according to newspaper reports, after engineers determined that BART trains could not use the Golden Gate Bridge safely. Some tentative research was done about building a tunnel from San Francisco to Sausalito for BART trains but it was not economically feasible.

The original plan for SMART was to go to the ferry terminal. However it did not have enough money to build all the way and was cut back to San Rafael "temporarily."
