Getting the state to give control of the San Joaquins and LOSSAN corridors to their new JPAs was a big victory. Caltrans Division of Rail and Mass Transportation really had not put much effort into growing either corridor much in years. Critical low cost projects that would have big benefits have languished on the shelf for decades.
For example, the project to build a northwest connection between the UP and the BNSF at the Stockton Tower has been around for 15 years. That project would to solve the bottleneck for San Joaquin and ACE passenger trains and allow traffic going to the Port of Stockton from Roseville to pull directly into the Port instead of having to change ends and crews in the UP Stockton Yard. That project has finally become a priority for the state again and they submitted it as one of their top three freight projects for the federal FASTLANE grant program.
