Of course not, in your mind. I used a wide range of models for a number of purposes. I am familiar with the types of modeling you have used; just haven't seen anything published in the way of serious studies for through service out there in recent years. Again, please provide reference because I'm interested in seeing it.
But HSR on the Coast? That ship has sailed. The next one, if it's out there, is still well below the horizon. Political reality is also part of planning.
Sea level rise *is* measurable reality, whether you "believe" in AGW and participate in all the circus around it or not. It's not a panic, the key spots are well-known even if "official" studies haven't been completed, and capacity/speed improvements can be designed with it in mind. But if relocation of even part of an important transportation artery is needed 30+ years, in my experience (with freeways), isn't too much lead time. THAT is why I often refer to these things as something I'll never see - I don't have 30 years left unless somebody comes up with an aging vaccine.
