Something didn't seem right about that press release. So did some more digging. Here's the language in the CTC vote list:

Build grade separations on BNSF and UPRR lines at the following two
locations: Segment #1 - Yuma rail line at Hunts Lane and Segment #2 - San
Bernardino RR Lines at State Street/University Parkway (TCRP 55.3)

So it's NOT in Yuma, it's a separation in San Bernardino on the "Yuma rail line" aka UP.
