Yes, Yuma's in AZ. In CA, everything south of the north boundaries of Ventura, LA, and SBerdoo counties is SCAG as the MPO except for San Diego (SANDAG). So SCAG's federal transportation improvement program includes things throughout that area, including Imperial County.
There's been talk several times in Imperial County about breaking off from SCAG and either becoming their own MPO (technically, they qualify) or joining San Diego (closer relations with them). But nothing's ever happened - just talk. They don't get much money way out there ...
SANBAG is a county transportation commission. It's not an MPO, or even, technically, an RTPA - SCAG's both of those, doing both federal and state planning and programming. But it does have some influence with SCAG for planning and project selection, as do RCTC, ICTC, OCTA, VCTC, and MTA.
