First, is it really mandatory? I'm not familiar with your CBA, but when the Article was originally established, the wording was that an employee could request relief, and be off for a period of 3 days, following a Critical Incident.
I'm not surprised that Timekeeping's position is that it goes against your guarantee. Anything to save a buck, and they know that a high percentage of employees won't follow up on it.
So, have you contacted your Local Chairman about this? What'd he say?
