Really? Where? Every place I know of, it's either the yardmaster or the dispatcher that calls the train.

Work rules and pay rules are part of the Collective Bargaining Agreement, which are established through negotiation.

Back when you were working, OP&C scheduled the trains, right? Now it's done in Omaha.

Well, let's see. On the railroad, the various unions handle griveances (pay, work rules, discipline, etc.), act as a go-between when an employee find an unsafe condition or a CFR violation that needs to be brought to the attention of the appropriate government agency, help an injured employee (or a surviving widow) obtain fair and just compensation through the FELA process, and strive to obtain fair and impartial treatment for all it's members.
