I assume you're referring to the situation that happened on one crew district in Wyoming. In that instant, crews stood to lose a substantial amount of earnings because of the proposed work/rest agreement with no lost earnings offset, so it was voted down. Union Pacific has chosen not to attempt to negotiate any new such agreements that would apply system wide, instead deferring to the new federal HOS standards.
