I don't know about Cheyenne, but I can personally attest to the work/rest situation in Portland. The RR negotiated a very nice work/rest agreement for the pools and extra boards in the early 2000's. Most people loved it, but a few older employees couldn't work enough to make as much money as they required and voted to end the agreement. We may never get that chance again. I know that the few months that I was on that 7 on/3 off extra board it sure was nice...
