As for PTC improvements, if you've ever been involved with implementing a huge scale project, you'd understand that you don't always have the choice to either do all or none. Sometimes you have to do it in chunks, one piece at a time. Sometimes you have to select "block points" in the development program for specific budget years. Over time, it all gets implemented, but you can't always do it all at once. The potential for deadly accidents rises with train speed, so seemingly it makes sense to implement PTC equipment that works for situations above restricted speed first, with future block point improvements being funded in later years.
ANd, good response, OPPRMS: shows just how convouluted the aggreements have become due to issues on both sides of the table. What about the idea put forward by many about running a scheduled railroad and simplifying the agreements?
