A local favorite spot is in Pinole, which is about 33 miles from SFO, just north of Richmond.
At the end of Tennent Avenue is Bayfront Park. At the south end of the park, which is right on the Bay, the BNSF and UP mainlines are within a few dozen feet of each other. Every train heading north out of Oakland (which is a majority of the freight and passenger traffic in the Bay Area) has to pass this point.
So, you get lots of traffic, a view of the bay if you are shooting west, cool breezes and little hassle. There are trails around so you can get to different angles. The lines are seperated by elevation, with the BNSF line higher and farther from the water.
If you want the water as a backdrop, morning is the best shooting time.
