CAHSR is entirely within CA (if it ever gets built). XpressWest/DesertXpress is a private operation between Victorville & Vegas (if it ever gets built - though it's much closer to that than CAHSR and could start construction soon if the Feds approve a large loan) that at least to start with has no connection with CAHSR. Several groups (including XpressWest presumably) would like to build a line from Victorville to Palmdale that would extend the non-CAHSR line to connect with Metrolink and eventually (assuming the Tehachapi alignment) CAHSR - very much a wishlist item at the moment as environmental study work is only just getting started. Understand the interlocking arrangements now?
None of these HSR affairs have anything to do with Amtrak or its accounting practices, at least for now. I suspect, though, that if the initial Valley HSR segment is built and not followed up with extensions very quickly (to allow a meaningful service) Amtrak will be the only user for a while.
