Thanks for the responses. Bena road has been closed since August because of the bridge work. It makes sense why they been taking so long. Router you are correct, BNSF runs more trains than the UP. This year I've seen more traffic from the UP in comparison to the years past. I can imagine how the trains are going to run when construction begins. I remember in the 80s and 90s during the summer with the maintenance windows, I use to post up at Bena and count 10-11 trains in an hour. Lets see how this goes.
