Dust SP's alternative off for a lower-cost HSR package? Passenger trains at least shouldn't have a lot of trouble maintaining speed on 1.5% as long as the curves aren't too bad. Modern construction methods should reduce the cost of tunnels (how many could be daylighted to start with?) and bridges/fills. Does HSR know about this? For now, it seems like they're following Hwy 58 just because it's there -- perhaps SP's scheme would make more sense?
