According to John Signor's book Southern Pacific - Santa Fe Tehachapi, the Espee did have plans to do just that in the 1920's, Jasper. A new line was surveyed on a 1.5% ruling grade for Eastbounds, to be located North of the existing line. The cost of the many projected tunnels and steel viaducts was high, however, and building a pipeline to eliminate the many oil trains over the hill was a better solution.
