As for Brown 1, he almost made a success of the Aqueduct as well- the Delta Gap probly will never be closed, but the rest of the project works well enough. And why bring it up? well cuz it almost works, done by and for a "different" california. Its current state involves no or very little water for West SJ Valley farms . There were very few farms until the Water Project was completed and giant holdings were amassed by Tenneco et al. Might make a nice short, fast route for say, an HSR.
