Not developers, that would be refreshing, at least you know what they really want, and those could be delivered at a much lower cost in the range of a 110 max speed. Thus, I could easily design an alternative that would get one hour service from Palmdale to LAUPT for way less than this fiasco is proposing, for all operators, including Metrolink trains.
The current CHSRA boondoggle appears in every way to be much more of a good old fashioned public works racket, with change orders already coming, by and for the various contractors, the bigger the trough, the more for all the hogs, which is exactly how this was planned.
As to the other comment on the IOS segment from Fresno north, yes, there might be some merit to some of the work in Fresno, to rationalize, grade separate and prepare for HSR service. But, those projects should compete well in a set of improvements that could meet reasonable cost benefit criteria and could be used by existing services. The lack of any controls and a proper EIS by the still apparently incompetent CHSRA has lead to this segment being the first "change order" needed with the contractors. So, heckuva job, thus far/
