Once in a while, you will see a dirty dirt train this way. Tarped/covered gons, especially if placarded as haz mat (3088?), you can almost bet it's dirty dirt.
In the early 80s there was quite a bit of copper concentrate (green dirt) being exported out of San Diego from Arizona. Original routing was SP to Plaster City, SDAE to San Diego, ATSF to the docks. After SDAE closed, then SP to ATSF Hobart Yard, Night Coast to San Diego. Don't recall any of it being covered (though it may have been sprayed with an agent to create a crust) or placarded. The biggest hazard was when SDAE derailed it on the interchange track, and a truck crane picking it up unfortunately discovered one of their outriggers was on a high pressure gas main which began to leak.
I can't think of any reason copper concentrate or ore would be in the Portland area.
