I read about shipping copper concentrate in ocean going ships where there are moisture limits, concern is if there is too high a moisture content, the concentrate can liquify and thus slosh around in the hull. I would be willing to bet tarping the gondolas filled with copper cons helps keep excess moisture out plus keep the valuable cargo from blowing away in transit.
Makes me wonder why the coal mines can't tarp the covered coal hoppers to appease the anti coal dust crowd. Seems it would be easy to design an automated hopper car tarping machine.
