As others already mentioned, that article is pretty much crap.
The 1700 private jets number somehow comes from a Tweet by Flightradar24, a site allowing to track flightpaths. Many of the media brainlessly took that and made an article out of it.
The reality is that Skyguide (the Swiss ATC operator) expects that the WEF causes about 550 additional visits at Zürich Airport. Some of the aircraft remain parked in ZRH, others fly back after drop-off and come back for pick-up.
Due to space limitations, it has been for about a decade that some aircraft are parked in Dübendorf, the (former) military airbase very near to ZRH. According to the media, Skyguide talks about 30 or so aircraft.
There may be also a few visitors going to Samedan, but that number will be small, as the size of the aircraft is limited, and not every pilot is good for winter conditions.
How are the WEF visitors transferred from ZRH to Davos? The ones with the bigger need for ego enhancers by helicopter (if the weather allows for it), and the big majority by limousine. There may be some going by train, which is (unfortunately) a little bit of a hassle, as it involves changing trains twice (first in Zürich HB, and then in Landquart).
