Several issues that you posted.

1) "SMART could end up with with a situation where their fabled passenger train to Eureka couldn't even travel to Larkspur. " SMART only goes north to Cloverdale.

2) "I think my underlying problem with SMART is having two operators, as with Amtrak and the freight railroads. I am fast coming to the conclusion that it is a waste to put any money into SMART unless they own the line." SMART does own the southern part of the line.
