If the SMART ballot measure looses again in November, this is what I see as a likely scenario:
1) Marin County withdraws from SMART; 2) Sonoma County proceeds with some type of light rail betwen Petaluma and Santa Rosa; and 3) Hwy 101 from Richardson Bay to Novato becomes the state's longest parking lot.
