Quick point of order: no train can maintain 200 mph on a 4% grade. That requires 35 kW/ton before factoring in aero drag. Trains can and do coast up such grades, but the practical balance speed is closer to 100 mph.
I happen to think Altamont should be crossed with 4% grades and minimal tunnels. None of this 13-mile Pacheco base tunnel nonsense.
