The original question I was looking at was posted above, "If worse comes to worse, can the segment of the CAHSR that they do build be used for a higher speed San Joaquin?" A likely outcome does seem to me that HSR infrastructure in the first-phase territory is likely to be stranded by loss of funding, and a logical question would be whether it can be salvaged for limited use, for instance by running diesel San Joaquins at 125 mph. If you consider the cost of electrification, I believe that if the HSR project is stranded, i wouldn't be electrified. I think a reasonable answer to the question of whether diesel San Joaquins can be rerouted onto the stranded infrastructure would be probably not.
