There must be a misunderstanding. I meant the electric Vectron. It’s cheaper to electrify & buy Vectrons than it is to build a 220 mph-capable alignment through mountainous terrain with diesel friendly grades, so it seemed obvious to me that nobody would ever consider running Chargers on 4% HSR grades.
The bidding does not stop at 4%. SNCF did a study of how to cross the Tehachapis with 5% ruling grade. This is the sort of thing you do when you want to build something cost-effective, but that is demonstrably not the point of CA HSR.
