CAHSR has diddly squat to do with cost effective. It is all about sprawling, i.e. opening up relative "greenfields", as you described it well, to vast new population. It is about urbanizing the hinterlands.

The mission statement of ultra high speed rail service between the 2 megalopolises to compete with airlines is sheer and total bunk.
