My conjecture, and that is all it is, is the California Democratic Party patronage machine believes, very likely correctly, that this year Democrats will retake congress and in 3 years Oprah will be elevated to the Presidency. She will tacitly declare an end to the Pax Americana and gradually pull US troops out of overseas bases. The military budget will be shifted to welfare, with CAHSR being part of that.

All they have to do is wait it out, temporize and make lots of promises.

Budget overruns and change orders are hardly the worst case scenario, just business as usual.
